How to Verify a Visa Consultancy in Hisar Before You Pay: Haryana Registration, MEA Licence, and What Each One Covers

By Dreams Destination Counselling Desk ·

Quick answer

To verify a visa consultancy in Hisar, check four things before paying. First, Haryana's Registration and Regulation of Travel Agents Act, 2025 requires anyone in the state who arranges travel abroad or sends people for work or study to hold a police-verified registration certificate from the district's competent authority, renewable every three years; ask to see it and note the number. Second, for any Gulf or overseas job placement, the recruiting agent must be registered with the Ministry of External Affairs; the register is public on the eMigrate portal, and ECR passport holders need emigration clearance for Dubai. Third, a fixed office you can return to, with a signboard and a landline or long-standing number. Fourth, written terms: the employer or university named before payment, the total cost split, receipts for every rupee, and the fee due after the visa. No registration replaces these four together. Dreams Destination Immigration at Red Square Market shows its papers at the desk on request.

Every few months a family from Hisar district pays ₹3–8 lakh to a visa consultancy that closes its shutter before the visa arrives. The pattern is the same each time: a rented first-floor office, a WhatsApp number, a guarantee, cash. None of it would have survived four checks that take one visit and twenty minutes.

This guide is those four checks, what each one proves and what it does not, and the two documents that most people in Hisar do not know they can ask for.

Check 1: Haryana registration certificate

Haryana's Registration and Regulation of Travel Agents Act, 2025 came into force in April 2025 and replaced the earlier 2008 law. In plain terms:

  • Anyone in the state who arranges travel abroad or facilitates going abroad for work, study or settlement is a "travel agent" under the Act, whatever they call themselves — consultancy, consultant, agent, immigration office. A 2026 amendment widened that definition further.
  • They must hold a registration certificate from the district's competent authority, issued after police verification and renewable every three years.
  • Running the business without it is punishable by two to seven years' imprisonment and a ₹2–5 lakh fine.

What to do: ask to see the certificate. Note the registration number and the name on it. The name on the certificate should match the name on the signboard and on your receipts. If the answer is "it is applied for" or "it is with the CA", that is a no.

What it proves: that the firm is legal, police-verified and traceable to a person. What it does not prove: that they can get your visa, or that their price is fair.

Check 2: Ministry of External Affairs registration (for jobs abroad)

If any part of the offer is a job in Dubai or the Gulf, a second registration applies. Under the Emigration Act, overseas job placements must go through a Registered Recruiting Agent licensed by the Ministry of External Affairs. The list is public on the eMigrate portal — search the firm's name or registration number before paying.

Two things follow:

  • If the consultancy is not itself an MEA-registered recruiting agent, it must be working through one, and should name that partner.
  • If your passport is ECR (Emigration Check Required — usually because you have not passed 10th), you need emigration clearance through eMigrate before you can take up work in the UAE and 17 other notified countries. A consultancy that tells an ECR passport holder "no clearance needed, just go on a visit visa" is describing an illegal route.

A study-visa or tourist-visa file does not need an MEA recruiting licence. Do not be impressed by a firm waving one for a Moldova study file; it is the wrong document for that work.

Check 3: an office you can return to

The two registrations above are paper. The office is the thing you can actually walk back into.

  • A signboard with the same name as on the certificate.
  • A floor and unit number you can give to someone else — ours is SCO-166, 2nd Floor, Red Square Market.
  • A phone number that has been the same for years, and a landline or email on the board.
  • Staff who are there on a second visit without an appointment.

Hisar's consultancy frauds almost always run from an office rented for a season. Ask the neighbouring shops how long the office has been there. It takes two minutes.

Check 4: written terms

Registration tells you the firm is legal. Written terms tell you whether it is honest. Before any payment you should have, on paper or on WhatsApp from the office number:

  1. The route and its conditions (age, qualification, gap, licence).
  2. The employer or university named — Nulla Osta for Italy, offer letter and contract for Dubai, admission or invitation letter for study.
  3. The total cost, split into direct costs and the consultancy's own fee.
  4. When the fee is due. After the visa is the right answer; see pay after visa.
  5. A receipt for every payment, including direct costs paid through the consultancy.

The eight questions that get these answers are in your first visit to a visa office in Hisar.

Red flags that end the conversation

Any one of these, and the registration does not matter:

  • "Visa guaranteed." No consultancy decides a visa; an embassy does.
  • A visit visa "to be converted" into work or study after landing.
  • Full fee in advance, or a "registration fee" before you are told which route fits.
  • Cash only, no receipt.
  • Decide today — a discount or a seat that disappears tomorrow.
  • The employer or university name comes "after payment".

What verification looks like at our desk

Dreams Destination Immigration shows its registration papers at the desk when asked. The university or employer is named in writing before any payment; the total cost is split and receipted; the service fee is due after the visa. The routes we file and the ones we do not are listed on the visa consultancy in Hisar page. Run all four checks on us. If one fails, do not pay us either.

Hinglish mein, short

Registration kaunsa? Haryana ke 2025 travel agents kanoon ka certificate — police verification ke baad milta hai, 3 saal mein renew hota hai. Bina iske kaam karna 2–7 saal ki saza aur ₹2–5 lakh jurmana.

Dubai job ke liye? Agent MEA (Ministry of External Affairs) ki eMigrate list mein hona chahiye, ya kisi registered agent ke through kaam kare. ECR passport hai to emigration clearance zaroori.

Study ya tourist visa ke liye MEA licence? Nahi lagta. Us ke liye Haryana registration aur likhe hue terms dekhiye.

Sabse bada check? Office jahan dobara ja sakein, aur sab kuch likha hua — naam, kharcha, receipt, fee visa ke baad. Guarantee bole to nikal jaaiye.

Frequently asked questions

Is a visa consultancy in Haryana required to be registered?

Yes. The Haryana Registration and Regulation of Travel Agents Act, 2025 (assented 5 April 2025) requires every person or firm in the state that arranges travel abroad, or facilitates going abroad for work or study, to obtain a registration certificate from the district's competent authority after police verification. The certificate is renewable every three years, and operating without one carries imprisonment of two to seven years and a fine of ₹2–5 lakh. A 2026 amendment widened the definitions of travel agent and traveller.

How do I check if an agent is registered with the Ministry of External Affairs?

Use the public list of Registered Recruiting Agents on the Ministry of External Affairs' eMigrate portal; search by the firm's name or registration number. This applies to overseas job placements, especially in the Gulf. A study-visa or tourist-visa consultancy does not need an MEA recruiting licence, but anyone placing you in a Dubai job does, directly or through a registered partner.

What is emigration clearance and who needs it?

Emigration clearance is the Protector of Emigrants' stamp needed by holders of ECR (Emigration Check Required) passports before taking up work in 18 notified countries, including the UAE. If your passport says ECR — usually because you have not passed 10th — a Dubai job file must go through a registered recruiting agent and eMigrate. ECNR passport holders do not need it.

What are the signs of a fake visa consultancy in Hisar?

No office or a recently rented one with no signboard; a guaranteed visa; a visit visa 'to be converted' into work; the employer or university not named until after payment; full fee in advance; cash without receipts; and pressure to decide today. Any one of these is a reason to walk out, registration or not.

Does registration mean the consultancy is good?

No. Registration means the firm is legal and traceable, which matters if something goes wrong. Whether it is good is shown by its written terms, its list of what it does not file, when its fee is due, and the files it has actually got through. Check both.

Hisar mein visa consultancy asli hai ya nakli, kaise pata karein?

Chaar cheezein: Haryana ke 2025 travel agents kanoon ka registration certificate maangiye aur number note karein; Gulf job ke liye MEA ki eMigrate list mein agent ka naam dekhiye; office pakka ho jahan dobara ja sakein; aur sab kuch likha hua — employer ya university ka naam payment se pehle, total kharcha alag-alag, har paise ki receipt, fee visa ke baad. Guarantee ya visit visa convert karne wali baat sune to seedha nikal jaaiye.
