Study in Europe from Hisar (2026): What the First Year Costs in Russia, Belarus, Moldova, Latvia, Lithuania and Slovenia
Quick answer
For students from Hisar, the first year of study in Europe through Dreams Destination Immigration costs ₹2–5 lakh as a written package for Russia, Belarus, Moldova, Latvia, Lithuania and Slovenia. The package includes one year of tuition, university application, apostille, embassy fee, document translation, insurance in India and airport pickup; Latvia, Lithuania and Slovenia add interview preparation, job assistance and accommodation assistance, and Russia adds the visa extension. Moldova, Belarus and Russia usually sit at the lower end of the band, the three EU countries toward the upper end. Not included: living costs after arrival, second-year tuition and any fund proof the country requires; Moldova needs about €300 on arrival. No route needs IELTS, counselling is free and the service fee is paid after the visa.
Every family in Hisar asks the same question first: "Total kitna lagega?" The honest answer has two parts. The part the consultant controls is the first-year package, and on our six European routes it is ₹2–5 lakh, in writing. The part nobody in Hisar controls is what you spend after landing, and that is where most budgets go wrong.
This guide reads the package country by country, says what is inside and what is not, and tells you how to compare the six before you pick.
One band, six countries
| Country | Where it usually sits in the ₹2–5 lakh band | What the package adds | On arrival, not included |
|---|---|---|---|
| Moldova | Lower end | Language foundation year at a government university; no interview | About €300 for residence card, fund proof, first month |
| Belarus | Lower end | Minsk State University; invitation, embassy fee, translation, airport pickup; help finding accommodation | Living costs |
| Russia | Lower end | Gzhel State University; invitation, embassy fee, translation, visa extension in Russia | Living costs; HIV medical report before filing |
| Latvia | Toward the upper end | English-taught degree; interview preparation, job and accommodation assistance; residence permit from India | Living costs; fund proof as required |
| Lithuania | Toward the upper end | Same as Latvia | Same |
| Slovenia | Toward the upper end | Same as Latvia | Same |
"Usually" is deliberate. The exact figure depends on the course and the university's current fee, so the number that matters is the one written on your file at counselling, not the one in this table.
What the package always covers
Across all six:
- One year of tuition
- University application and the admission or invitation letter
- Apostille of your certificates
- Embassy or visa fee
- Translation of documents into the required language and format
- Insurance in India
- Airport pickup
Two warnings that save money:
- Do not pay for translations or apostille yourself before counselling. They are inside the package and the format required is specific; a wrong format is paid for twice.
- Do not buy a ticket before the visa. Travel is booked after the decision.
What the package never covers
- Living costs after arrival. Food, local transport, phone, and accommodation beyond what the package assists with. This is the line families forget, and the reason a student who had ₹3 lakh "total" calls home in month two.
- The second year. The package is the first year. The second year's tuition is the university's fee, paid by you.
- Fund proof. Some countries ask you to show a sum on arrival or at the residence-permit stage. Moldova's €300 is the smallest example; we tell you the current figure for your country at counselling.
- Personal spending and trips home.
How to compare the six properly
Step 1: eligibility, not price. Cross out the countries that do not accept your profile. Moldova takes 12th pass with about 50% and a gap up to 15 years, no interview. Russia is for applicants up to 27. Latvia, Lithuania and Slovenia take a gap up to 5–7 years. The cheapest country that rejects you is the most expensive choice you can make.
Step 2: total of year one, not package alone. Package plus a realistic living budget plus fund proof. A lower package in a city with higher rent can cost more than a higher package with assisted accommodation.
Step 3: what the degree is worth to you. A language year then a bachelor's (Russia, Belarus, Moldova) versus an English-taught degree inside the EU (Latvia, Lithuania, Slovenia). Different outcomes, different prices; decide which you are buying.
Step 4: ask for the split. Direct costs and the consultant's fee, line by line, with the fee due after the visa. How to read it: visa consultant fees in Hisar.
The five questions we use to settle Step 1 and 3 are in how to choose a course and country.
Country notes
- Moldova: the widest door for an average 12th-pass student with a gap; about 45–60 days; September intake. Moldova guide.
- Belarus: language year then a 3-year bachelor's at Minsk State University; about 45 days. Belarus guide.
- Russia: Russian course 3 + 9 months, then a 2–3 year bachelor's at Gzhel; up to age 27; about 45 days. Russia guide.
- Latvia, Lithuania, Slovenia: English-taught bachelor's and master's, EU and Schengen, gap up to 5–7 years, residence permit processed from India. Latvia, Lithuania and Slovenia guide.

Frequently asked questions
Which is the cheapest European country to study in without IELTS?
On the routes filed from Hisar, Moldova, Belarus and Russia usually have the lowest total first-year cost, with packages at the lower end of the ₹2–5 lakh band. Latvia, Lithuania and Slovenia are EU and Schengen countries with English-taught degrees and generally sit toward the upper end. Your written quote depends on the course.
What does the ₹2–5 lakh study package include?
One year of tuition, university application and admission or invitation letter, apostille, embassy or visa fee, document translation, insurance in India and airport pickup. For Latvia, Lithuania and Slovenia also interview preparation, job and accommodation assistance; for Russia the visa extension in Russia.
What is not included in the study abroad package?
Living costs after arrival (food, local transport, phone, accommodation beyond what is assisted), the second year's tuition, the fund proof some countries ask you to show, and personal spending. Moldova, for example, needs about €300 on arrival for the residence card, fund proof and the first month.
Can I pay the study abroad cost in instalments?
Direct costs such as tuition and embassy fee are paid as they fall due during the process, against receipts, not all on day one. The Dreams Destination service fee inside the package is paid only after the visa. The schedule is written into your file.
Is a cheaper country always the better choice?
No. A country whose rules reject your profile is the most expensive one, because you lose the fee and a year. Match marks, gap and age first (Moldova takes a 15-year gap, Russia is for under-27s, the EU three take a 5–7 year gap), then compare cost within the countries that accept you.
